REGULATION YENNENGA POST-PRODUCTION FESPACO-2025

YENNENGA POST-PRODUCTION is an initiative by the Management of FESPACO to provide support and post-production aid for African and Diaspora films. It is meant for directors, male and female, with a debut or second feature film (fiction or documentary), at finishing stage.

It is a platform that promotes co-production partnerships and access to the international market for African works, providing an opportunity to show films in post-production phase to film professionals and international distributors in order to support the completion of such works through concrete aids.

YENNENGA POST-PRODUCTION consists in:

  1. Workshops:
  2. Four (4) days of workshops and master-classes on editing, calibration, music composition, special effects, distribution, etc.
  3. Networking sessions and meetings for directors and producers to interact with professionals in attendance.
  4. Tailored support through individual or collective consultations. Depending on their needs, promoters of film projects in post-production phase will receive consultancy services in editing, guidance in costume choices and film finishing, as well in international distribution.
  5. Screenings:
  6. Screening sessions of excerpts of selected films will be organized, following which time will be giving to promoters to pitch their projects before a jury.

These screening sessions will be open to accredited professionals.

Article 1: This Regulation aims to spell out the organizational, operational and participation conditions for film and audio-visual professionals in YENNENGA POST-PRODUCTION.

Article 2:  YENNENGA POST-PRODUCTION is taking place from 23 to 28 February 2025.

Article 3: Admission to Yennenga Post-Production implies full adherence to this Regulation.

Article 4: Film admission criteria:

  • Not to have showed at a previous edition of YENNENGA POST-PRODUCTION;
  • Submissions must be films in finishing stage made exclusively by African or Diaspora filmmakers;
  • Only features films (fiction or documentary) of 60 minutes minimum will be considered;
  • Filmmakers with projects must be in their debut or second feature film project;
  • A director can attend YENNENGA POST-PRODUCTION Workshop with only one project;
  • A producer can attend YENNENGA POST-PRODUCTION Workshop with a maximum of two projects;
  • When the film is not in French or English, the copy to be submitted must be sub-titled in one of these languages.

Article 5: Application package

Applications to YENNENGA POST-PRODUCTION Workshop shall include:

  • a synopsis;
  • a director’s note of intent;
  • a producer’s note of intent;
  • a bio-filmography of director;
  • a photo of the director (JPEG 300 dpi format);
  • a producer’s bio-filmography;
  • photos and a visual of the film (portrait and landscape, JPEG 300 dpi format);
  • name and address of production company;
  • a letter of motivation specifying film post-production needs and expectations;
  • total budget of the film with an indication of the amounted needed to complete the film;
  • a download and viewing link of the film, valid up to 31 March 2025,
  • a letter of approval co-signed by the authors (director / producer).

Article 6: A selection committee chaired by the General Delegate of FESPACO shall be responsible for the selection of films. The Committee’s decision shall be final and irrevocable.

The selection committee shall be sovereign and shall reserve the right not to justify its choice.

Results of the selection will be published onto FESPACO web site.

Article 7:  YENNENGA POST-PRODUCTION undertakes to:

  • Provide transport, accommodation and meals for participants during their stay in Ouagadougou;
  • Provide customized support to each of the successful projects.

 Article 8: Films selected will receive a commitment form to be completed and sent back. Receipt by FESPACO of the completed and signed form implies consent to attend all programme activities.

Article 9: Projects promotors must send within the time allocated all the information requested and the material necessary for the preparation of YENNENGA POST-PRODUCTION brochure, for the organization of consultations and screenings.

Article 10: Yennenga Post-Production Workshop award-winning films will receive prizes in cash and post-production or distribution grants.

Article 11: Award-winning films shall:

  • Include the mention “This film has been supported by FESPACO/YENNENGA POST-PRODUCTION” in its credits, together with the official logo of YENNENGA POST-PRODUCTION;
  •  Have the official logo of FESPACO on any communication materials;
  • Leave a copy of the film with FESPACO.

Non award-winning films must have in their credits and on any communication materials the official logo of FESPACO together with the mention “This film has participated in FESPACO/ YENNENGA POST-PRODUCTION”.

YENNENGA POST-PRODUCTION does not require exclusivity for the broadcasting of the final version of the films it has supported, but wishes to be the first to show it in Sub-Sahara Africa at an edition of FESPACO.

Article 12: Depending on their needs, promotors of film projects in post-production phase may receive consultancy services in editing, guidance in costume choices and film finishing, as well as in international distribution.

Article 13: The jury of YENNENGA POST-PRODUCTION Workshop is made up of film, audio-visual and animated image professionals with well-established experience and skills. The jury is sovereign in its choices.

Article 14: Participation in YENNENGA POST-PRODUCTION Workshop implies full adherence to this Regulation.

Article 15: The General Delegate of FESPACO shall be competent to settle any dispute over the interpretation and application of the provisions of this Regulation.

Amicable settlement shall be favoured in any conflict.

Only the French version hall be binding.

Article 16: The General Delegate of FESPACO shall be competent for any cases not provided for by this Regulation.

MICA REGULATION

AFRICAN INTERNATIONAL FILM AND AUDIO-VISUAL MARKET (MICA)

MICA is organized as part of the Pan-African Film and Television Festival of Ouagadougou (FESPACO).

It is a framework for meeting, promotion and interaction open to professionals and film, audio-visual and motion picture works.

Article 1: This Regulation aims to spell out the organizational, operational and participation conditions for professionals of the industry in MICA.

Article 2: The 22nd Edition of MICA is taking place from 23 to 28 February 2025.

Article 3: MICA offers the following services:

  • Registration into FESPACO PRO/MICA catalogue;
  • On demand screening sessions;
  • Exhibitions at MICA Pavilion.

Participation in MICA implies full adherence to this Regulation.

Article 4: Deadline for registration of films and companies in FESPACO PRO/MICA catalogue as well as stand rental is 31 December 2024 at 23h59mn the latest via the platform by clicking here.  

Registration material (in French and English) shall include:

  • FOR FILMS
  • a (01) technical and artistic data sheet;
  • a (01) synopsis (400 characters);
  • a (01) bio-filmography of the director (400 characters);
  • a (01) poster of the film;
  • a download and viewing link of the film or first episodes of TV series in MPEG-4 (H.264) format, valid up until 31 March 2025;
  • an (01) ID photo of the director (JPEG 300 dpi format);
  • photos of the film (in portrait and landscape, JPEG 300 dpi format).
  • FOR COMPANIES
  • Presentation note of company;
  • Company logo (JPEG 300 dpi format);
  • Full address (WhatsApp, phone numbers, Email, Web site, …).

Registration fees for films and companies into FESPACO PRO/MICA catalogue is Euro Fifty (50), or CFA Thirty-two thousand five hundred (32,500) per film, non-refundable.

Article 5: Deadline for registration of films for on demand screening sessions is 22 February 2025 the latest via the platform by clicking here.

Registration material (in French and English) for on demand screening shall include:

  • a (01) technical and artistic data sheet;
  • a (01) synopsis (400 characters);
  • a (01) bio-filmography of the director (400 characters);
  • a (01) poster of the film;
  • a download and viewing link of the film or first episodes of TV series in MPEG-4 (H.264) format, valid up until 31 March 2025, or a copy of the film on USB drive or external hard drive.

Screening fee is Euro Fifty (50), or CFA Thirty-two thousand five hundred (32,500) per hour, non-refundable.

Article 6: Registration deadline for MICA Pavilion is 15 January 2025 and online by clicking here.

Only companies, institutions and associations in the film, audio-visual and motion picture sector can register for MICA Pavilion.

Stands are made available in standard size of nine (09) m² at Euro Seven hundred sixty-three (763), or CFA Five hundred thousand (500,000) each, with a maximum stand area of

thirty-six (36) m² per institution.

Article 7: Registration into FESPACO PRO/MICA gives right to visibility on FESPACO PRO/MICA communication materials.

Article 8: Sending and return of film copies are the responsibility of director, producer or distributor.

Parcels shall be marked « For cultural use only » and « With no commercial value ».

Transport costs and possible custom duties for parcels sent by express service must have been entirely paid for. Otherwise, FESPACO PRO/MICA shall reserve the right to reject such parcels.

FESPACO PRO/MICA shall not assume responsibility for shipping mistakes or damages from transport of films.

FESPACO PRO/MICA shall not be responsible for deteriorations due to poor initial condition of copies.

Article 9: Renting a stand gives you access to the power grid, two (02) Professional badges, a (01) table and two (02) chairs, an internet connection, access to the B2B lounge and other amenities.

Additional badges shall be the responsibility of stand tenant and payment shall be made with the Accounting Officer of FESPACO.

Article 10: Access to FESPACO PRO /MICA is upon presentation of a (01) badge.

Article 11: The General Delegate of FESPACO shall be competent to hear any dispute over the interpretation and application of the provisions of this Regulation.

Amicable settlement shall be favoured in the event of a dispute.

Article 12: Only the French version of this Regulation shall prevail.

REGULATION ACCREDITATION

The Pan-African Film and Television Festival of Ouagadougou (FESPACO) is primarily for professionals of the Film, Audio-visual and Motion picture industry, Media and film festival representatives. The 29th Edition of FESPACO is taking place from 22 February to 01 March 2025. Participation of professionals is subject to an accreditation granted depending on the professional activity.

This Regulation aims to define the criteria for granting each category of accreditations.

Article 1: Access to professional or screening venues of the 29th Edition of FESPACO is subject to accreditation.

Article 2: Registration for any categories of accreditation implies adherence to this Regulation.

Article 3: Professional Accreditation is only for professionals of the Film, Audio-visual and Motion Picture industry, Media and film festival representatives.

An accreditation is strictly limited to personal use.

Article 4: Not all national professionals will be accredited. A quota of accreditations will be given to each Film and Audio-visual association. Based on this quota, each association manager shall be responsible for the registration of their members.

Article 5: The Professional Accreditation gives access to cinema halls and the MICA venue. 

Article 6: Media Accreditation will be granted to media professionals, giving access to press screening sessions. It does not give direct access to cinema halls. To access cinema halls, the Media Accreditation must be accompanied by a « Pass » or a notification on it.

Article 7: Not all media professionals will be accredited. A quota of media accreditations will be set for each medium depending on its periodicity, audience, cinema specialization and coverage of festival events.  

Managers of the media agencies shall be responsible for the registration of their team members.

The national press card of each appointed member or an official letter with the list of team members must be attached.

Article 8: A National Organizing Committee Accreditation will be issued to event organizers. This accreditation does not give access to the festival’s cinema halls.

Article 9: An « Invité » (Guest) Accreditation will be issued to festival guests, giving access to all festival’s venues.

Article 10: The « Etalon Badge » gives access to festival cinema halls and other venues. It costs CFA 25,000 or Euro 39 and is valid for the entire festival period. The Etalon badge is sold at the Festival Accounting Office.

Article 11: The General Delegate of FESPACO shall be competent to hear any dispute over the interpretation of this Regulation.

Amicable settlement shall be preferred in the event of any dispute.

Only the French version of this Regulation shall prevail.

It aims to encourage and support African and Diaspora film co-productions, promote their distribution internationally and foster the development of cinematic talents in Africa.

Article 1: This Regulation aims to spell out the organizational, operational and participation conditions for film and audio-visual professionals in YENNENGA CO-PRODUCTION.

Article 2:  YENNENGA CO-PRODUCTION is taking place from 23 to 28 February 2025.

Article 3: Admission to YENNENGA CO-PRODUCTION implies full adherence to this Regulation.

Article 4: Film admission criteria:

  • The call is open to fiction feature film projects in the process of production;
  • The project must be by an author/director and/or producer from an African country or Diaspora;
  • Shooting must not have started.

Article 5: Application package

Applicants to YENNENGA CO-PRODUCTION Workshop must provide the following:

  • a logline;
  • a synopsis;
  • a treatment (10 to 15 pages);
  • a script of the project;
  • a photo of the director, (JPEG 300 dpi format);
  • photos and a visual of the film (portrait and landscape, JPEG 300 dpi format);
  • a note of intent of the director);
  • a bio-filmography of the director;
  • a bio-filmography of the producer;
  • an author’s contract with the production company;
  • a presentation of the production company;
  • a note of intent of the producer;
  • a letter of motivation specifying producer’s needs and expectations;
  • total budget of the film.

Deadline for submission of applications is 31 October 2024 at 23h59mn the latest via the platform by clicking here.

NB: Only complete applications will be considered by the selection committee.

  2. the transport expenses of the director or producer from their place of residence to Ouagadougou;
  3. stay expenses (accommodation and meals) in Ouagadougou;
  4. Director’s or producer’s accreditation to FESPACO;
  5. Director’s or producer’s participation in the activities under YENNENGA CO-PRODUCTION.

Article 8: Participation in YENNENGA CO-PRODUCTION Workshop implies full adherence to this Regulation.

Article 9: Accepted projects must:

  • have the mention “This film has been supported by FESPACO/YENNENGA CO-PRODUCTION in their credits, together with the official logo of YENNENGA CO-PRODUCTION;
  •  have the official logo FESPACO on any communication materials;
  • leave a copy of the film with FESPACO.

Article 10: The General Delegate of FESPACO shall be competent for any dispute over the interpretation and application of the provisions of this Regulation.

Amicable settlement with be favoured in the event of conflicts.   

Only the French version shall be binding.

YENNENGA ACADEMY FESPACO – 2025

YENNENGA ACADEMY is a platform that brings together “aspiring filmmakers” to create new initiatives and collaborations for joint projects.

YENNENGA ACADEMY comprises of master-classes on various segments of the industry (Production, Direction, Scripting, Distribution, Critics, etc.), immersion and exchange time with professionals on a wide range of topics relating to cinema.

This edition of YENNENGA ACADEMY will articulate around the following sessions including:

  • Filmmakers Session: dedicated to daily meetings with directors, producers and other internationally renowned figures of the industry for exchanges on different thematic issues relating to cinema.
  • Industry Session: where participants are given an opportunity to hone their knowledge of the film industry and interact with distributors, acquisition managers, marketing experts, sales agents, exhibitors, as well as producers and representatives of film funds and institutions. Thus, in addition to acquiring specific skills, an opportunity is offered to develop a strong network of contacts, which is essential for anyone aspiring to join any segments of the film industry.
  • Critics Session: includes round tables with festival guests and workshops with film journalists, editors, publicists and other professionals attending FESPACO. This session is intended to initiate future film critics in their profession as prescribers.
  • Curatoring Session: will involve festival programmers, artistic directors attending the festival for training sessions targeting future festival curators in Africa. Indeed, despite the significant number of film festivals across the continent, very few of them have artistic directors to guide their vision and artistic choices in their programming.  

Article 1: This Regulation aims to spell out the organizational, operational and participation conditions of “aspiring filmmakers” in YENNENGA ACADEMY.

Article 2: YENNENGA ACADEMY will take place from 23 to 28 February 2025.

Article 3: Admission conditions to YENNENGA ACADEMY include:

  • Be from a national of an African country or Diaspora;
  • Aged between 18 and 32 years old;
  • Speak French or English fluently.

Article 4: Application package.

The application package (in French or English) shall include:

  • a curriculum vitae;
  • a letter of motivation specifying applicant’s needs and expectations;
  • a letter of recommendation from an institution in the film sector;
  • a passport copy or idendity card;
  • a (01) ID photo of applicant (JPEG 300 dpi format).

Deadline for submission of applications is 31 October 2024 at 23h59mn the latest via the platform by clicking here.

Article 7: YENNENGA ACADEMY undertakes to:

  • Provide for the accommodation and meals of accepted participants during their stay in Ouagadougou;
  • Cover the participation costs of successful applicants in the workshop activities;
  • Support to the best each of the participants through customized assistance.

FESPACO will not cover the transport fees. Therefore, accepted participants are kindly invited to liaise with film structures in their country of origin or any other institution to pay for their travel expenses.

Article 8: Participation in YENNENGA ACADEMY implies full adherence to this Regulation.

Article 9: The General Delegate of FESPACO shall be competent to settle any dispute over the interpretation and application of the provisions of this Regulation.

Amicable settlement shall be favoured should a conflict arise.

Only the French version shall be binding.

Article 10: The General Delegate of FESPACO shall be competent for any cases not provided for by this Regulation.

Films regulatory

A.  REGISTRATION

The 29th Edition of the Pan-African Film and Television Festival of Ouagadougou (FESPACO) is scheduled to take place from 22 February to 01 March 2025.

Registration for FESPACO is open to all films worldwide.

Registration is limited to a maximum of three (03) films by director, and can be effected by director, producer or distributor.

Registration of films by Cinema Schools shall be effected by the Management of such schools.

Films shall not be aged more than two (02) years as of 31 December 2024, nor have been showed at a previous FESPACO edition. Deadline for registration is 31 September 2024.

Registration for FESPACO shall be effected by 30 September 2024 the latest at 23h 59mn on the platform by clicking here!

Registration material (in French and English) shall include:

  • a (01) technical and artistic sheet;
  • a (01) synopsis (400 characters);
  • a (01) bio-filmography of director (400 characters);
  • a (01) poster of the film;
  • a download and view link of the film or the first episodes for TV series in MPEG-4 (H.264) format, valid up to 31 December 2024;
  • a (01) passport-size photo of director (JPEG 300 dpi format);
  • photos of the film (portrait and landscape, JPEG 300 dpi format).

B.  SUB-TITLING

Films shall be in French or English.

Films in languages other than French or English must necessarily be sub-titled or dubbed in French or English.

C.  OFFICIAL SELECTION

The Management of FESPACO shall be responsible for the official selection of films and make decision on the category in which any film may be accepted.

  • Categories and sections of the official competition are as follows:
  • feature fiction;
  • feature documentary; 
  • FESPACO Shorts : short fiction and documentary
  • fiction or documentary by Cinema Schools;
  • FESPACO Series;
  • Animation;
  • Perspectives ;
  • Burkina;
  • Critics week.

NB: The official competition welcomes only African and Diaspora films.

  • Out-of-competition sections include:
  • Panorama
  • Focus diversities
  • Sukabè (Youth programme)

NB: The above sections are open to film by filmmakers worldwide.

The Management of FESPACO is sovereign and reserves the right not to justify its decisions.

Films accepted into the official selection cannot be withdrawn in the course of the festival.

Directors or producers of accepted films shall be informed via official mail.

1.    FORMAT

Regardless of medium used for shooting, only the following formats will be accepted:

Selection copies:

  • Digital file in MPEG-4 (H.264) format.

Screening copies and number of copies:

  • For the feature fiction and documentary official competition: a (01) DCP SMPTE (JPEG 2000 Server) and an external hard drive containing the digital file in MPEG-4 (H.264) format.
  • For the short fiction and documentary official competition: a digital file and an external hard drive containing the digital file in MPEG-4 (H.264) format.
  • For other sections of the selection: a digital file and an external hard drive containing the digital file in MPEG-4 (H.264) format.

Screening copies shall reach FESPACO no later than 15 January 2025.

Films sent to FESPACO after the above date shall be withdrawn from the official competition.

NB: FESPACO shall not pay any fees for showing films accepted in the official selection

2.    SENDING / RETURN OF COPIES

The sending and return of film copies shall be at the expense of producer, director or distributor.

Parcels shall be marked « For cultural use only » and « With no market value ».

Transport fees and possible custom duties for parcels sent by an express carrier must have been paid for. Otherwise, FESPACO shall reserve the right to reject them.

FESPACO shall not assume responsibility for shipping errors or damages resulting from the transport of film copies.

It shall neither be held responsible for deteriorations due poor initial condition of copies.

DCP copies must be sent on a hard drive together with broadcasting Key delivery Message (KDM).

Films in the official competition of FESAPCO may be subject to a maximum of three (03) public screenings during the festival.

However, as part of the promotion of the selected films, FESPACO shall reserve the right to screen such films at most twice (02) after the festival.

3.    LENGTH OF FILMS

As per the category they fall under, films in competition must have the following lengths:

  • feature fiction: 60mn maximum;
  • feature documentary: 60mn maximum;
  • FESPACO Shorts (short fiction and documentary): between 1mn and 35mn;
  • fiction or documentary by Cinema Schools: between 3mn and 15mn;
  • FESPACO Series: two (02) consecutive episodes of 52mn each or three (03) consecutive episodes of 26mn each or six (06) consecutive episodes of 13mn each;
  • Animation films: between 1mn and 35mn.

Registration implies full acceptance of the conditions herein and the regulation as well.
