The Special Prizes are an activity of the Pan-African Film and Television Festival of Ouagadougou (FESPACO) aimed at encouraging donors to support the promotion of African cinema.

Article 1: As part of the 30th Edition of FESPACO taking place from 20 to 27 March 2027, Special Prizes have been introduced to reward films in official competition as well as those in the Panorama section.

Article 2: This Regulation aims to set the rules for the special prizes and the conditions under which they shall be adjudicated.

Article 3: May be a special prize donor any moral entity, within one of the following categories, who so wishes:

  • First category: Parliaments, Sub-Regional, Regional or Continental organizations, International agencies, UN specialized agencies, NGOs, local governments, and more;
  • Second category: States and/or diplomatic missions;
  • Third category: Donors fromprivate entities or assimilated, State-owned companies, private organizations, and more;
  • Forth category: Associations, mutual societies, professional or faith-based organizations, and more.

The Director General of the Burkinabe Film and Audio-visual Agency (ABCA) shall reserve the right to accept or not any subscription without being required to provide reasons for his decision.

Article 4: Subscription fee and prize value in kind or cash are set as follows according to the above categories:

  • First category 
  • Subscription fee: CFA 5,000,000 or equivalent in Euros or USD.
  • Prize value: CFA 7,000,000 minimum or equivalent in Euros or USD and CFA 15,000,000 maximum or equivalent in Euros or USD.
  • Second category
  • Subscription fee: CFA 4,000,000 or equivalent in Euros or USD.
  • Prize value: CFA 7,000,000 minimum or equivalent in Euros or USD and CFA 15,000,000 maximum or equivalent in Euros or USD.
  • Third category 
  • Subscription fee: CFA 3,000,000 or equivalent in Euros or USD.
  • Prize value: CFA 5,000,000 minimum or equivalent in Euros or USD and CFA 15,000,000 maximum or equivalent in Euros or USD;
  • Forth category 
  • Subscription fee: CFA 2,000,000 or equivalent in Euros or USD.
  • Prize value: CFA 2,000,000 minimum or equivalent in Euros or USD and CFA 15,000,000 maximum or equivalent in Euros or USD.

Article 5: Subscription fee and prize value shall be paid to the Chief Cash and Securities Accountant of ABCA or by bank transfer using the following details:

In the latter case, transfer costs shall be borne by the special prize donor. Copy of transfer receipt shall be sent to the Head of the Special Prizes Commission

Article 6: Selected donors must validate their special prize proposals by returning to the Headquarters of ABCA by 20 February 2027 the latest the duly completed subscription form specifying the objectives, adjudication criteria, exact prize amount in cash, by cheque or in kind together with their logo in hard and soft versions.  

Article 7: Every donor is entitled to form a jury.

Every special prize jury shall be composed of five (05) members including four (04) appointed by the donor and one (01) by the Director General of ABCA.

The list of jury members’ names and their CVs must absolutely reach ABCA Headquarters by 20 February 2027 the latest.

Expenses of special prizes jury members shall be borne by the donor.

Article 8: Prizes in kind, by cheque or cash and trophies must be deposited with the Chief Cash and Securities Accountant by 20 February 2027 the latest.

Article 9: Only donors who have paid the subscription fee and deposited their prizes in kind, by cheque or in cash as well as the trophies will have their prize announced in the official list of special prizes.

Article 10: The Management of ABCA shall provide special prizes donors with badges, catalogues and programme-brochures according to the category they belong to:

  • Second category 
  • Twelve (12) badges in all, including five (05) for jury members, on presentation of receipt of payment of subscription fee;
  • Twelve (12) official catalogues;
  • Twelve (12) programme-brochures;
  • Twelve (12) special prize catalogues.
  • Third category 
  • Ten (10) badges in all, including (05) for jury members, on presentation of receipt of payment of subscription fee;
  • Ten (10) official catalogues;
  • Ten (10) programme-brochures;
  • Ten (10) special prize catalogues.
  • Forth category 
  • Seven (07) badges in all, including five (05) for jury members, on presentation of receipt of payment of subscription fee;
  • Seven (07) official catalogues;
  • Seven (07) programme-brochures;
  • Seven (07) special prize catalogues.

Article 11: Directors, producers or distributors of awarded films are kindly invited to:

  • Leave a screening copy to the festival’s archives;
  • Mention the prize in any advertising material of the film;
  • Include the prize in the credits, on posters and in press kits in the event of distribution;
  • Use the official logo available on the websites of ABCA and FESPACO.

Article 12: Given that a film remains the exclusive property of the producer or rights holders, awarding a special prize to a work does not give the right to either a copy of the film or to exhibition rights.

Article 13: Participation in FESPACO as “Special Prize Donor” implies full adherence to this Regulation.

Article 14: No special prize donor shall award a film they were involved in the production.

Article 15: The Director General of ABCA shall be competent for any dispute over the interpretation and application of the provisions of this Regulation.

Amicable settlement shall be favoured in the event of any dispute.

Article 16: Only the French version of this Regulation shall be authentic.

Article 17: Cases not provided for by this Regulation shall fall within the competence of the Director General of ABCA.
